Also can be called Block Health, or Block Damage, but not to be confused with the damage values as in for wool or woods.
This refers to how the technology blocks can break down after so many uses. Here's a list of those blocks and their damage at full value, as if you just crafted it. This idea was from CrazyGuy.
When the meter hits 0%, the block will stop working and you have to repair it for it to do things again. On the block GUI, there is a red meter to the right hand side. There also is a number which tells you the percentage, going to the first decimal spot. You repair tech blocks with the blowtorch.
Upon your first time fixing a tech block with the blowtorch, you get an achievement.
