The IDT wiki paper was added because MCE wanted people to be able to get to info for stuff from the mod easily. You spawn with this in your inventory when you make a new world. Right click it and it gives you the link to the wiki. If you loose it, you will be able to craft another one by placing one paper in the crafting table.

You spawn with it upon a world creation.

Bugs

Bug; 15w11a - 15w22a: Right clicking it gives you the wrong link. This is because the wiki paper link was added in before MCE and the wiki admins decided on the link.
